Dublin Airport’s GROW Incentive Scheme 2010

During the consultation process with operators on Dublin Airport’s charge levels in 2010, DAA has sought to provide proactive measures to address the difficulty of current market conditions for airlines and airports. In light of these serious economic circumstances, DAA has developed a "GROW Incentive Scheme 2010" to reward passenger retention and encourage traffic growth at Dublin Airport.

Outline of the GROW Incentive Scheme 2010:

  • If annual traffic exceeds 19 million passengers in 2010, DAA will rebate all associated DAA airport charges for each passenger in excess of that amount
  • DAA will guarantee a minimum rebate amount of €4.5M if the threshold of 19 million passengers in 2010 is exceeded (€4.5m is the amount that would ordinarily apply to an achievement of a c19.5m traffic level)
  • The GROW Incentive Scheme 2010 will be implemented from May 1st 2010 until December 31st 2010 but will apply to commercial scheduled and charter passenger traffic recorded from January 1st to December 31st 2010
  • Operators will be invoiced at standard 2010 airport charge levels [from May 1st 2010] as separately communicated
  • When the threshold of 19 million passengers is exceeded at year end, airlines will be rebated based on their traffic share in 2010
  • GROW Incentive Scheme 2010 rebates will be provided to commercial passenger airlines which operated in 2010 and continue to provide scheduled operations in 2011 at Dublin Airport.
  • To receive a GROW Incentive Scheme 2010 rebate a qualifying airline will be required to have operated scheduled or charter flights in 2010 and have carried greater than 1000 passengers on those flights from January 1st to December 31st 2010

An example of a possible reward under the proposed GROW Incentive Scheme 2010:

If traffic was to equal 20.5mppa (as in 2009) charges for 1.5mppa would be rebated approximately €14 million. An airline with 35% share of the traffic in 2010 would thus receive approximately €4.9 million, and an airline with 1% share would receive c€140,000.

If the minimum rebate of €4.5m applies these airlines would receive c€1.57 million and €45,000 respectively.

 

Following review, the DAA has introduced two Route Support Schemes for 2010, a Long-Haul scheme and a Short-Haul scheme for qualifying routes commencing operations between January 1st, 2010 and December 31st, 2010.

Irish Government - Air Travel Tax
Irish Tax and Customs - Excise duty on departures of passengers on flights from Irish airports

Section 55 of the Irish Government’s Finance (No. 2) Act 2008 (No. 25 of 2008) provides for an excise duty, called air travel tax (ATT), on departures of passengers on flights from Irish airports.

Attached is a useful link on the ATT for airline operators, groundhandling suppliers and airport authorities, and for passengers who depart on flights from Irish airports. For any new airlines starting at Irish airports the form on the attached link needs to be filled in and sent back to the postal address shown on the link:
